NEW MILLENNIUM DEVELOPMENT PROGRAM ACTION PLAN
PUBLIC COMMENT PERIOD ANNOUNCEMENT

The U.S. Department of Housing and Urban Development (HUD) has been authorized to administer the Neighborhood Stabilization Program 2 (NSP2).  The NSP2 provides grants to states, certain local communities and nonprofits to purchase foreclosed or abandoned homes and to rehabilitate, resell, or redevelop these homes in order to stabilize neighborhoods and stem the decline of house values of neighboring homes.  The funding is provided through HUD’s Community Development Block Grant (CDBG) Program under Title III of the Housing and Economic Recovery Act of 2008.

On May 4, 2009 HUD released the NSP2 Application. State and local governments and nonprofits must submit applications for these funds to HUD by July 17, 2009.
The allocation under the NSP2 for the National Program is approximately $ 1.93 Billion and funds will be administered by HUD. 

In accordance with HUD guidelines, the NSP2 proposed Action Plan for New Millennium Development Services, Inc. (NMDS) must be published for no less than 10 calendar days for public comments before it is submitted to HUD by the July 17, 2009 deadline.

·Based on HUD’s Stabilization Score Index these communities have been greatly impacted by the foreclosure problem, unemployment and high cost mortgages.
The low-to moderate income persons and families (50%, 80%, 120%) that meet the Average Median Incomes (AMI) are beneficiaries of our NSP2 activities.
Continued Affordability for NSP2-Assisted Housing  will be achieved by imposing deed restrictions which addresses this objective or require subsidy recapture/ and or mortgage repayment for failure to complete the minimum term of affordability.  NMDS certifies that in cases where NSP2 funds assist a foreclosed property that was previously assisted with Home Funds, the home affordability restrictions will be revived.

NSP2-Assisted activities will meet the following housing rehabilitation standards by addressing health and safety violations, correct substandard conditions and make essential improvements. Such improvements shall include but are not limited to; performing energy related repairs or improvements including the installation of Energy Star Appliances and energy efficient windows, providing for handicapped accessibility under reasonable accommodations and reasonable modification standards, the abatement of lead-based paint hazards and the repair or replacement of major housing systems in danger of failure.  All rehabs must meet applicable local standards, codes and ordinances and lead base paint standards which apply to housing built prior to 1978.

Unless the Housing Economic and Recovery Act of 2008 states otherwise, the regular rules of the CDBG program apply to the NSP funds.  CDBG requirements related to fair housing, nondiscrimination, labor standards and the environment, including lead-base paint, must be met in the NSP Program. Grantees must ensure, to the maximum extent practicable and for the longest feasible term, that the sale, rental or redevelopment of abandoned and foreclosed-upon homes remain affordable.
All funds must benefit households below 120% of area median, and 25% of the resources must benefit households of 50% of area median income.

New Millennium Development Services encourages public participation in the development of its NSP2 Action Plan.  To provide an opportunity for that participation, we invite interested parties to review and comment on the proposed NSP2 Action Plan during this upcoming public comment period from June 7 -21, 2009.
